ABSTRACT
The 4-H program is recognized nationally and internationally as a successful program for youth development.
Some strenghts of the 4-H program as listed in 4-H in Century III are: cooperative relationships of university and government, staff of volunteer leaders, state extension specialists and local extension staff, extension family involvement, and effective education concepts used in 4-H.
The overall objective of 4-H is the development of youth — "building the creative, productive citizen." But one does not do youth development in a vacuum. The heart of 4-H education is its program (subject matter) content.
Developing effective leadership is one of extension's primary functions. Helping young people and adults to develop leadership competencies and to develop abilities to function in groups is and will continue to be foremost among the objectives of the 4-H program.
4-H in Century III states that the key to the success of 4-H is the volunteer leader — both adult and youth.
