Role of the Extension Dairyman in the Dairy Herd Improvement Association Program

ABSTRACT

Each State is given specific responsibility to develop, coordinate and administer the Dairy Herd Improvement Program through a Memorandum of Understanding between the Cooperative Extension Service of the State, the Federal Extension Service and the Animal Science Research Division of the Agricultural Research Service of the United States Department of Agriculture. The current Memorandum became effective in July, 1969.

In addition to stating the purposes and objectives of the program, the Memorandum also outlines the assigned responsibilities of all concerned. The major responsibilities of various groups are covered in this paper.

The Coordinating Group for the National Cooperative Dairy Herd Improvement Program was formed on April 22, 1965. For many years, program rules, policies and operating procedures were developed, reviewed and amended from time to time by the Dairy Records Committee of the American Dairy Science Association (ADSA), with cooperation from the Purebred Dairy Cattle Association. In 1963 the ADSA recommended the formation of an ad hoc committee to study the needs of the program from a policy and organizational point of view, in order to develop an improved structure for overall guidance and supervision.
