How the State Dairy Herd Improvement Association Should Function Under the New Memorandum of Understanding

ABSTRACT

The state and local Dairy Herd Improvement Associations are assigned specific responsibilities in the Memorandum of Understanding. To effectively carry out these responsibilities, states and locals need to develop strong, active organizations. The functions of states and locals in cooperation with governmental agencies involved are presented.

The Memorandum of Understanding we are discussing is a policy statement which outlines the responsibility of each governmental agency, the Federal Extension Service, the Agricultural Research Service and the Cooperative Extension Service of each land-grant institution. It is obvious then that in essence it states what these educational and research branches of government can and will do in development, administration and promotion of the Dairy Herd Improvement Program.

The Memorandum states, "The governing bodies of the state and local associations are responsible for the enforcement of all rules and standards for carrying out the program of the associations." It also states the program is a cooperative effort involving on-the-farm services, demonstration, extension, education and research.
