ABSTRACT
High quality performance of all segments of the Dairy Herd Improvement Association program increases the value of records to the dairymen for herd management, to extension workers for educational use, to research workers for summary and analysis, and to the dairy industry for the public use aspects of this cooperative program.
Objectives and responsibilities. The state-federal memorandum of understanding under which the National Cooperative DHIA Program operates lists the purposes, objectives, and responsibilities of the cooperating groups involved. I have selected several key items from the memorandum of understanding concerning rules enforcement. In the introduction, we find this statement: "The responsible supervising agency in each state is the Cooperative Extension Service. Participating dairymen are organized into state and county cooperatives or associations that have certain responsibilities delegated to them by the supervising agency."
Among the objectives, both Objectives A and C concern rules and uniformity. Objective A states, "To maintain a uniform system of record-keeping to guide the cooperating dairymen in their herd improvement information to the Division, the agricultural colleges, and the county, state, and the Service for scientific studies, result demonstrations, and other educational programs."
