ABSTRACT
All progress is accompanied by change, and frequently change is accompanied by hardships. As the milk industry progresses toward the more efficient distribution methods that are indeed in the public interest, it would be well for us to remember the words of Dr. Paul W. McCracken, Professor of Finance at the University of Michigan, and member of the Council of Economic Advisors for both Presidents Eisenhower and Kennedy:9
"... Economic growth is wonderful, but it has its harsh side. It is a dangerous process. Its path will certainly be strewn with the skeletons of industries and skills and jobs and professions whose replacement with something better is the essence of progress. On the other hand, our free enterprise system has also been peculiarly well designed to encourage assaults on established markets, by holding out the lure of substantial reward for success. And competitive pressures have assured a prompt and wide diffusion of the results of progress. This process must continue to work vigorously if the decade ahead is to be one of satisfactory growth...."
