ABSTRACT
Our purpose here today is to examine the organization of the Dairy Herd Improvement Association (DHIA) program as it pertains to policy, procedure, and rules development. I believe that the three papers have set the stage for an objective look at the situation. The thoughts expressed can broaden our vision as we consider the most feasible approach to the future.
Dr. Hodgson's review of the program development from the federal viewpoint is excellent. It demonstrates the significant contribution professional workers have made and are making to the program. Mr. Poorbaugh has done a good job in presenting the contributions of state and county extension workers over the years. Dr. Hyatt has been most objective in his evaluation of the research and teaching opportunities inherent in the program.
Let us say they have set the stage. However, it seems to me that one of the principal characters almost missed the rising curtain.
