ABSTRACT
It is always a pleasure to talk about one of the most interesting activities and best bargains in the U. S. Department of Agriculture—the foreign research conducted under Public Law 480.
This program affords the United States a remarkable opportunity to trade surplus farm commodities for some of the world's finest scientific brainpower. It is helping us to expand markets for our farm output, create new uses for our agricultural products, and discover new crops. It is helping us to combat plant and livestock pests and diseases and develop more productive forests. Furthermore, it is building up our storehouse of basic biological knowledge.
Under this unique plan, studies are conducted in foreign scientific institutions and paid for with foreign currencies that accrue from the sale of surplus agricultural commodities. Such funds cannot be converted for use in this country.
I want to tell you about some of the projects under way in fields related to dairying and how they can benefit American dairy farmers.
