ABSTRACT

Dr. Swantz's paper on the history and description of the Federal Milk Order program can readily be given a rating of excellent. If this paper can be said to have a failing, it would consist of running out of time. For purposes, therefore, of a discussion at this meeting of Dr. Swantz's subject, perhaps we can begin with one or two questions on features of the program not dealt with by Dr. Swantz. We might ask, at what point and on what subject matter does this milk regulatory program have common interests with Dairy Science? Where do the social sciences meet with the physical sciences in this program? Along these lines, I shall offer a limited discussion.

One answer to our questions would be to say that there are common interests where prices are expressed in terms of physical units. This can be illustrated from some personal experiences beginning in 1939 with the administration of the Chicago milk order, and with experiences elsewhere.
